Via previous employments, Jongerius Consult has been responsible for the ECHA Guidance for identification and naming of substances under REACH (June 2007) and the development of the Substance Identification Profile (SIP), that is offered as Industry standard by Cefic & Reachcentrum (August 2008). An extended version of the SIP for multi-constituent and UVCB substances is available via the support tools.
Jongerius Consult offers strategic substance identification support. Companies & Consortia often have a good understanding of the relevant product definition under REACH (mixture, article, mono- or multi-constituent or UVCB substance) and the criteria to determine that it is the same substance. For some products it is less clear or there are different interpretations. Jongerius Consult can support you as company or group of companies in a Consortium /SIEF to come to an agreed substance identification and substance sameness checking process in the (pre-)SIEF in line with the REACH expectations.
Jongerius Consult can offer strategic support of Consortia / SIEF with the merging or splitting of SIEF. This process need to be based on clear substance identification criteria. It is up to Industry to organize the substance identification and sameness checking process in the SIEF and communicate to ECHA via the individual substance identification details of the company specific Registration dossiers in a fair, transparent, justifiable and defendable way. To work out a clear process and organize proper documentation of the various process steps in the related SIEF’s / Consortia is crucial for a successful merging or splitting of SIEF’s.
