SIEF: Substance Information Exchange Forum
All (late) pre-registrants and registrants of a phase in substance with the same substance identity through REACH-IT are brought together in a SIEF (Substance Information Exchange Forum). The SIEF aims to facilitate data sharing between the companies, hence to avoid duplication of studies (unnecessary testing) and to lead to agreed classification and labelling.
The SIEF starts with a pre-SIEF phase, in which the pre- registrants (must) agree upon being sufficiently the same substance to be part of the SIEF. SIEF members must appoint a Lead Registrant. They exchange information, assess that information and the Lead Registrant prepares the joint submission dossier. The SIEF members agree on a compensation scheme for sharing data. All SIEF members have a duty to respond to information requests from other participants and the data owners have to make available relevant data on request.
SIEF has no prescribed legal form, but is a forum where participants exchange data and other information on a particular substance. SIEF members are free to organize themselves in consortia or other groupings which they believe are conducive to the fulfilment of their obligations under REACH.
Managing the SIEF efficiently is up to Industry. In general, the Lead Registrant / Consortium takes this task. SIEFs functioning properly and efficiently is in the interests of all parties. It is our motto that you as a 'lead' company organize the SIEF Communication towards the 'non-lead "companies in a similar way as you would like to be informed in a SIEF where you are not" lead "; where both the" lead " as the 'non-lead "companies are responsible for their own contribution and the SIEF Communication processes are efficiently, clearly and honestly set.
